Thousands of applications and barely any interviews. What am I doing wrong?

It’s 3:16 a.m. and I’m sitting here worried about finding a job, my baby coming soon, and being able to keep a stable home for my family.
I’m an Army veteran with an honorable discharge. I’ve worked in IT support, earned two AWS certifications and an associate degree, and I’m almost finished with my bachelor’s in cloud computing. I’ve also built several AWS projects so I’m not relying only on certifications.
I live in Atlanta and have applied for IT support, junior cloud, infrastructure, and systems jobs. I’ve honestly lost count, but I’ve probably submitted a thousand of civilian applications over time and tens of federal applications. Most go nowhere, and I barely get interviews (4).
I had AI remove my personal information, school, employer, location, and links from the attached résumé before posting it. Everything else is accurate.
At this point, I need honest feedback. Is something wrong with my résumé? Am I applying for the wrong positions? What would you change?
