The American Copyright Protection Act, H.R. 10364 was made public on September 16, thanks to Congress member Darrell Issa’s efforts; it allows copyright holders to quickly court internet service providers (ISPs), domain name resolvers, and VPN services into blocking copyright infringement sites based outside of the country.
the key part really is the threshold; any service provider that has over 100,000 users in America is guaranteed to be captured, no matter how big they might be. the bill shifts the role of enforcing copyright from ripping the criminals themselves to making VPN services sponsors of justice.
they are not going to stop with this bill alone; it goes hand in hand with two other bills that are now introduced in congress, these being the Lofgren’s bill on foreign digital piracy and the Block BEARD Act from the senate.
there is already evidence in Europe that this does not work: innocent websites in Italy face yet another day of futile blocking and end up staying down for more than 320 days on average. LaLiga from Spain has generated more than 500,000 wrongfully blocked websites and this scandal reached 5.8% of the internet, just like that.
