Dnscache and Dhcp services giving Error 5 when I try to start them

Dnscache and Dhcp services giving Error 5 when I should have access. These services being stopped result in Wi-Fi services missing dependencies.

Windows 11 Home Edition

OS Build: 26200.8875

Processor: Intel Core i5 120F, Graphics: Intel Arc A750

In Registry Editor, both Dhcp (DHCP Client on Services) and Dnscache (DNS Client on Services) have their owner set to Administrator and the Administrator group has access set to "Full access."

However, if I open Services/Command Prompt as an Administrator and attempt to start the services, I get Error 5.

Why am I getting access denied if I am logged in as an Administrator?
