Can I change the DNS for my PS5 without having to turn on the internet?

Hey y'all! I have a FAT PS5 with firmware on 13.60 and I was thinking of jailbreaking it now that it is possible with Relapse. When I decided to stop connecting my PS5 to the internet, I made the console connect to my phone's hotspot, just in case I hang out with someone and said someone ever thinks to turn on the wi-fi. I also dont use my mobile hotspot that much, so that way there wouldn't be any possible slip-ups.

I was looking at guides for how to ensure the console does not connect to Sony's servers when I realized that I might need to turn on the internet connection for a while to access the advanced settings for the network on my PS5 in order to change the DNS. I am terrified to not accidentally have the console be connected to the internet for too long that by the time I change the DNS the console already picks up on the latest firmware. I have an account on it with games from the PS Store I would want to dump eventually and I don't want to lose access to those games, especially since some of them haven't been dumped online.

So my question is, can I enable the internet connection on my PS5, but have the hotspot turned off, and then go to the wi-fi and access the advanced settings from there?
