Help how do I fix this stutter when im playing

I tried everything flushing my dns, restarting my router, closing all the apps that uses internet but I still keep getting lag spikes and it is so tilting when playing. Im also getting 240fps consistenly so its not a hardware issue i think. Im also using cable instead of wifi and the router is litterally behind my pc.
