Xbox one says internet connected but cant install games

So I just grabbed an old Xbox one from a closet. I set it up and connected to my wifi and it says all is well. Then nothing will download, and I cant connect to the Xbox live services.

So far I have tried

Reset of router and machine

Re-setting up network

Changing DNS to public

Clear alternate MAC address

Full reset of machine

It still will not connect to live services. Im at a loss for how to fix? Any help would be great, thanks!
