Voice Chat Turns Off By Itself

I have had this issue for awhile, sometimes it works just fine in team voice chat, sometimes it's turned off the whole game (white x above teammates) and sometimes it switches on and off during the game. My party chat is permanently off (muted symbol under my player card in lobby). Loopback test works fine and is picking up my voice. I have tried everything.

Things I've Tried:

• adding rules to my ISP port forwarding
• change input and output
• set my microphone to default in sound settings
• changing DNS to a public domain and flushing it in CMD
• disabled IPv6
• changed PTT to a mouse button
• allowed valorant and vanguard through firewall
• enabled Use SSL 3.0, Use TLS 1.0, Use TLS 1.1, Use TLS 1.2 and Use TLS 1.3 (experimental) in internet properties

I don't know if this matters but my ISP is Optus (Australia) and I've heard it's cause of that? One of my roommates also get this problem and I'm beginning to suspect somehow my ISP is blocking the connection to valorant VC servers. Honestly any advice is welcome, it's impossible to play in high elo without VC.
