Am I doing something wrong for such a slow download speed?

My xbox one s has been having extremely slow download speeds recently and i’m unable to figure out the reason for it.

So for like years, my xbox one s had a decent download speed. Generally over 120mbps with no games running in the background, but recently the download speed has been averaging around 15-20mbps and i’m unable to figure out the reason why. It’s been about a week keeping an eye on the download speed and it won’t get above 25mbps no matter what.

At first I was thinking it was my router but I did a speed test and my router is doing 400mbps download and 300mbps upload speeds. I’ve reset my xbox, changed dns settings, clear mac address, everything I can think of but nothing seems to improve download speeds.

I can’t tell if I did something wrong or if Microsoft purposely capped download speeds for my xbox since it’s an older gen. I can’t imagine this is an issue with everyone or there would be an uproar with gamers if they had their download speed capped at 20mbps.
