NHK On Demand either doesn’t play (Chrome) or is very low quality (Safari)

Anyone else had this problem? I've disabled all DNS, VPN, extensions, restarted, whatever. It's been going on for a while. By low quality on Safari I mean literally 240p, sometimes 360p.

Cheers for any help battling infuriating Japanese technology.

(Yes, I am using it from Japan by the way)
