Refining study approach 3 weeks out

My CISSP exam is in 3 weeks. I've been through a full read of the OSG and have since shifted into practice tests and question banks to reinforce retention, since I understand concepts well in the moment but don't always retain them without repetition.

My non-adaptive practice tests (Sybex, LearnZapp) have consistently landed in the mid-to-high 70s. I took Quantum CAT twice, about a week apart, and went from a fail at 150 questions to a comfortable pass the second time at 100Q — after reviewing every wrong (and right) answer from the first attempt and drilling my weaker domains in between.

I know not to over-read any single score – I'm trying to figure out how to actually use my remaining time well.

Two things I'd love input on:

1. Framework/sequence recall under pressure. I know the Risk Management Framework, BCP process, and digital forensics lifecycle conceptually, but I keep messing up the order or jumping ahead when a scenario names one step as already complete and asks what comes next. Re-reading the sequence hasn't made it stick. Did anyone find a specific method (drills, mnemonics, a particular practice format) that actually fixed this kind of gap?
2. Mocks vs. targeted review with 3 weeks left. Should I keep taking full-length practice exams to track trend, or shift most of my remaining time into hammering specific weak spots and reviewing past misses? Interested in what actually moved the needle for people in their last few weeks.

Also open to hearing what you'd flag as a waste of time this close to the exam, if you found yourself doing something in hindsight that didn't help.
