Trouble adjusting a laser finder

Hi everyone,
I have a beginner telescope with a no-name laser finder. I assume the two adjustment screws shown in the video are used to align the laser on the X and Y axes.
I noticed that the altitude (up/down) adjustment screw works correctly, as you can see in the video. However, the other adjustment screw doesn't seem to have any effect at all.
Does that likely mean the screw is stripped, stuck, or missing contact with the laser housing? What are some troubleshooting steps I can try before taking it apart?
