youtube not opening on pc

when i try to open youtube on chrome specifically it gives this erroe message: This site can’t be reached

www.youtube.com took too long to respond.

Try:

• Checking the connection
• [Checking the proxy and the firewall](chrome-error://chromewebdata/#buttons)
• [Running Windows Network Diagnostics](javascript:diagnoseErrors())

ERR_CONNECTION_TIMED_OUT

before anyone asks i have:

cleared browsing history and cache, used a different network, flushed DNS and changed from cloudflare to google, reinstalled the app, checkled my hosts file in windows 32.

it works on my phone and other devices, and ive never had this problem before. it also works on edge but not google for whatever reason. thanks
