The connection to the server timed out

I don't know why, but no matter how I try to create a PSN account, I always get the same error:
"The connection to the server timed out" on playstation.com and within the PSN App.

I tried several things, like 4 different devices (PC, Laptop, TV, iPhone), with a VPN (different locations and home location), no VPN, changed DNS, cleared the DNS cache, different browsers (Edge, Firefox, Chrome, Brave), 5G on my iPhone on the PlayStation App, tried different credentials and form inputs. I don't own a PlayStation right now, but I ordered one that arrives next week, and I'm pretty sure this problem won't disappear, even on my PS5. I really don't know what the f is going on because I tried different devices and network configurations, including WiFi, Ethernet, and 5G. And the error tells me the server somehow refuses my request but tries to hide the real reason for it. Timeouts won't happen instantly when I press a button lol.

Does anyone else have this issue? PlayStation support wasn't a great help, just telling me the things I already know and moving the ticket to the next guy who asks me the same questions.

I am located in Germany. I checked the online status (PSN, Downdetector), but there is no issue, obviously. If I can't make an account, I'll have to return my PS5 shortly after getting it, which is super sad.
