Can anyone in Saudi Arabia load laws.boe.gov.sa right now?

Hi.

I'm trying to read some Saudi government sites from outside Saudi for research —

laws.boe.gov.sa, istitlaa.ncc.gov.sa, tenders.etimad.sa, ncar.gov.sa and a

few others. All public info, nothing behind a login.

None of them load for me. My home connection just times out, no error page

at all. Same from a Lightnode VPS, and check-host.net times out from every node it

tried. A VPN with a Saudi exit gave me ERR_NAME_NOT_RESOLVED instead, so

that might be a separate DNS issue.

Two things I'd love help with:

1. If you're in Saudi, can you check whether laws.boe.gov.sa loads normally?

   Even a yes/no would tell me a lot.

2. Has anyone here successfully pulled anything off these sites from

   outside the country? Wondering if residential proxies are the answer

   or if I'm chasing the wrong problem.
