Palantir Technologies Inc. holds granted U.S. patent US9201920B2 (Creating data in a data store using a dynamic ontology, 1 December 2015) and a family that includes US7962495B2, covering user-defined object types and property types plus parser definitions that transform incoming records into those types. Official Foundry documentation describes the Ontology as integrating data from disparate sources into objects, properties, and links, then binding logic, action, and security so humans and software agents operate on one model. Dual-use is structural: the same parser-and-ontology stack that maps ERP rows for an airline can map investigative records, jail bookings, commercial identity files, and sensor streams for a government customer. Claims are domain-agnostic; specification examples include industrial events, but nothing in the granted text confines the method to maintenance or commerce.
Data and structure follow from product and contract records. Palantir Gotham and related systems ingest siloed databases and emit typed entities and links. A 3 March 2026 WIRED compilation of federal payment records put Palantir ICE payments and obligations at about $121.9 million since 2023. Biometric Update on 12 August 2026 reported ICE seeking a sole-source LexisNexis Risk Solutions bridge contract of about $6.7 million to keep LexID and Accurint available to thousands of users and to expand API feeds into Palantir and other ICE applications for identity resolution, relationship mapping, live queries, and batch import. That procurement language also called for AI-driven identification combining behavioral indicators, device metadata, and facial-recognition image search, with stated requirements for human oversight and bias monitoring.
Historical trajectory is documented. The ontology patents date to filings from 2006 onward. The Verge reported on 27 February 2018 that Palantir ran a predictive-policing partnership with the New Orleans Police Department from 2012, using social-network analysis across criminal histories and other records under a philanthropic frame that avoided ordinary public procurement; key officials said they were unaware until contacted. Palantir later sold forecasting packages to foreign security services, including a multi-year Danish contract reported in 2016. Foundry and Gotham remain the commercial names for the operational layer.
Net risk is a reusable fusion-and-prediction engine sold simultaneously to industry and to investigative agencies, with identity-resolution vendors piped in by contract. No patent claim is itself a surveillance program. Oversight gaps are the opacity of sole-source identity-data bridges, the reuse of a commercial ontology for person-level targeting, and the absence in the public record of an independent audit of how precursor-signal models trained in one domain transfer to people. Academic or philanthropic pilots do not substitute for statutory limits on secondary use of fused commercial and government records.
