Phase 1 — Prove (Months 1–6)

  1. Pick 3 domain verticals where local density wins: health-tech (doctor density), logistics/trade (port legacy + Vizhinjam), agri/tourism. One product per vertical.
  2. Ship one visible win — a product with paying users or a public demo. Single highest-leverage move: success stories drive everything else.
  3. Remote-first pilot team: 4–6 people, product built for Gulf market (Saudi market-entry angle). Proves geography doesn't cap ambition.
  4. NIT-C / IIM-K bridge: student AI club + one joint project; IIM-K folks own business/funding side.

Metric: 1 revenue-generating product, 1 college partnership live.

Phase 2 — Fund (Months 6–12)

  1. Micro-fund pool: pool 10–15 local professionals/doctors/NRIs at ₹5–10L tickets → cheques of ₹25–50L at idea stage (the "funding-at-idea-stage" gap is the named blocker).
  2. Demo day at TinkerSpace, invite GCC scouts + PE contacts (city is already on private-equity radar).
  3. Salary benchmark commitment: portfolio companies pay BLR-parity remote salaries (₹1L+) — retention rule, not aspiration.
  4. Push state govt on two asks only:
    • Single-window clearance (bypass red tape)
    • GPU access scheme (Germany-style university/govt cluster model)

Metric: 3–5 funded teams, zero relocations to Bangalore.

Phase 3 — Scale (Year 2+)

  1. Talent catchment activation: hiring drives targeting Malappuram/Kannur/Wayanad returnees — sell "BLR salary, home life."
  2. GCC attraction: use funded startups as proof-of-ecosystem in pitches to Global Capability Centers.
  3. Data-center feasibility study (only now): seawater cooling (Keppel Singapore precedent), rainwater harvesting, grid impact — environmental governance guardrails built in from day one.
  4. Annual flagship event: "Calicut AI Summit" — invite diaspora who left.
