Hi everyone, I am having a peculiar problem with my network on my PC and hope you all can help me troubleshoot what seems to be a strange issue:
I have an internet connection that for me usually correctly geolocates my public IP to my country. A few days ago, I installed ProtonVPN on my Windows PC because I wanted to watch some sports match, connected my PC to a US ProtonVPN server, watched the match, disconnected from the VPN, and uninstalled ProtonVPN from my PC (in Settings, Apps).
After that, I noticed my public IPs were no longer correctly geolocated.
What is happening now:
WhatIsMyIpAddress says my IPv4 is in London, Kentucky, USA.
IPInfo says the same public (v4) IP is in Toronto, Canada.
The two sites list the same IPv4 and IPv6 addresses. Google Maps opens in Toronto, not in my actual location. Google account security alerts also say I am logging in from Toronto/wrong location. Moreover, my connection is now noticeably slower than it used to be (I think).
To give context, when I checked WhatIsMyIpAddress on my phone (using the same home internet), my phone's IP was correctly geolocated to my country. So the issue is not with my ISP's connection, per se; it is specific to my PC.
My current speed:
Ethernet on my PC:
Download: 12.8 Mbps
Upload: 3.40 Mbps
Latency: 2 ms
Speedtest server: Toronto
Before using ProtonVPN, Speedtest used to describe my connection as "very fast" and able to stream multiple HD videos at once.
Phone on WiFi:
Download: 17.5 Mbps
Upload: 2.76 Mbps
Latency: 19 ms
Speedtest describes it as fast and able to stream multiple HD videos at once.
So the PC's Ethernet connection is not as good as it used to be (even though the PC is physically connected by Ethernet). The phone's WiFi is slightly worse than the PC's Ethernet but is still fine.
What I have already tried:
- ProtonVPN is uninstalled
I disconnected from theVPN first and uninstalled ProtonVPN from Settings > Apps
- Network adapters
In ncpa.cpl,
I only have the following adapters:
Ethernet
ZTE [name]
Realtek PCIe GbE Family Controller
I do not see any ProtonVPN/TAP/WireGuard adapters.
- IPv4 settings
Obtain IP address automatically: checked
Obtain DNS server address automatically: previously unchecked, now checked
Before, I had DNS set to 192.[3 digits].[1 digit].[1 digit] and 9.9.9.9
- IPv6 settings
Obtain IPv6 address automatically: checked
Obtain DNS server address automatically: checked
- Proxy
In Windows Settings, Network & Internet, Proxy,
Automatically detect settings: on
Use a proxy server: off
- Router
I turned off my ZTE router for about10 minutes and then turned it back on. The public IP location did not change.
- Windows Network Reset
Eventually, I performed Windows' Network Reset, which reinstalled network adapters and rebooted my PC. The public IP is still geolocated to Kentucky/Toronto.
ipconfig
My Ethernet adapter has:
DHCP Enabled: Yes
IPv4 address: 192.[3 digits].[1 digit].[1 digit]
Subnet mask: [3 digits].[same 3 digits].[same 3 digits].[1 digit]
Default Gateway: 192.[3 digits].[1 digit].[1 digit]
DHCP Server: 192.[3 digits].[1 digit].[1 digit]
DNS server: my router's IPv4 address (192.[3 digits].[1 digit].[1 digit]) + some IPv6 addresses
The 192.[3 digits].[1 digit].[1 digit] addresses are private IPs; the public IPs are the ones that get picked up by the geolocation websites/IP checkers.
Traceroute
I ran tracert x.x.x.x
The first hop is my ZTE device and is <1-2 ms.
The second hop is 100.x.x.x.
The next hops are ~16-21 ms.
traceroute reaches x.x.x.x and has a max hop time of ~33 ms.
Ping to my router
I ran ping 192.[3 digits].[1 digit].[1 digit] -n 10
Minimum: 0 ms
Maximum: 0 ms
Average: 0 ms
DNS
I ran nslookup google.com
It shows my ZTE device as the DNS server and resolves google.com's IPv6 and IPv4 addresses correctly.
What I think is happening:
Prior to installing ProtonVPN, my public IP correctly geolocated to my country. After installing ProtonVPN, using it, and uninstalling, my public IP now geolocates to Netherlands (initially) and then to somewhere in NA (after changing DNS settings, etc). However, when I am on my phone (same home internet), my phone's public IP correctly geolocates to my country.
So, I suspect this is either a ProtonVPN-related config issue, IPv4/IPv6 routing issue, CGNAT, my ISP's public IP is incorrectly geolocated, a routing issue specific to my PC, or something else entirely.
I don't want to keep randomly trying different network configurations, as I have done too many already (without success). Do any of you know what is happening and how I can get my PC's internet location/routing back to normal? What I find particularly strange is that in the second hop in my tracert, it is a 100.x.x.x IP address. Is that normal?
