Quad9 is extremely slow (India)

I've been using Quad9 for a few months now with no issues. But it's become too slow to use and I have had to revert to my ISP's DNS because of this.

ISP : Atria Convergence Technologies (ACT), India

I ran a tracert:

Any guesses why this is happening now all of a sudden? Is it something my ISP must've done or is this an India-wide issue with Quad9?
