CE-112859-6 when I try to download media apps

Hey guys, thanks for giving this post the time of day :DDD

The issue is whenever I try to download any media apps apart from Netflix, Spotify or YouTube I get the following "Something went wrong." message with a code CE-112859-6.

I tried every other app on the discover tab in the media section nothing. Even the free VR apps throw the same error. The only info I found was from 5 years ago, so I'm hoping that maybe there is a new fix someone found more recently since everything else I tried didn't fix it.

Tried but failed fixes:

1. Restart the console, try on different networks(home network, neighbors network, parents home network), tried changing to different DNS
2. Clear console cache, reset database.
3. Create a different PSN profile and try to download the app from it.
4. Factory resetting the console
5. Changing payment methods
6. The apps aren't available on the web PS store or the PS app so I can't try to download them from there either
