Is this a coincidence? Or and actual problem

I’m not sure if this is the right subreddit, but I thought I’d give it a shot. My girlfriend recently experienced a significant lag spike that lasted for almost an hour. She couldn’t send messages as quickly as when her internet was working properly, which is quite important to her. Interestingly, she’s Puerto Rican, and I have Puerto Rican friends who are also important to the story.

One day, a woman came into my workplace and asked if I knew anything about cybersecurity. I gave her a vague answer, not anything substantial. Then, she came back and told me that she had been hacked by her old Puerto Rican neighbors. She described how they tried to steal her information.

Initially, I couldn’t believe what she was saying. It seemed like a very unbelievable story. The best thing I could do was hand her the cybersecurity FBI number and suggest that she make a report or call local law enforcement.

However, she just laughed in my face and walked away. At first, I thought she was just another strange person. I always deal with strange people, so I wasn’t too worried about it. Later, I brought the interaction to a coworker/friend who also happens to be from Puerto Rico. I told her about the incident, and she stopped and told me that there was actually a real situation where people who have debts or criminal backgrounds might try to hack into someone’s internet. She went on to explain how this could be a real possibility.

Now that all this happened to my girlfriend, I’m genuinely worried for her. I want to see what advice you’d give to someone who doesn’t have much knowledge about cybersecurity. She also mentioned that her WiFi was working perfectly fine until 5-6 pm, and she’s been experiencing strange things with her devices, including her TV and phone. Her mother is denying everything, but I think she might know more than she’s letting on.
