How to disable internet but keep it on local network?

Hi guys, I need to disable internet for one PC but keep it discoverable locally and use network printers.

I read that I have to change it to Static IP and leave the DNS blank. But won't making it Static IP cause some issues down the line if another device takes its IP?

Hope someone can give some pointers or best practice.
