unplayable and odd ping in non-france regions. read body

i average around 60-80ms in germany, UK and france servers, and 130-200 in US servers

today i got home and i decided to try and play, and for some reason my ping is at an ABYSMAL, and i am not even exaggerating, 70k, which after almost thirty seconds like that, it will go down to 60 for up to 8 seconds before returning to 70k. this happens in every region, with the only, and only exception of france

i am in portugal if it helps. any help appreciated

things i tried:

reinstalling roblox completely alongside studio, wiping every folder from appdata too

flushing my DNS

replugging my ethernet cable

trying to play without my ethernet cable
