Fedora 44 KDE – dnf upgrade fails because ciscobinary.openh264.org cannot be resolved (REFUSED)

Hi everyone,

I'm new to Fedora/Linux and I'm running Fedora 44 KDE on a Dell Precision 5570.

Every time I run:

sudo dnf upgrade –refresh

the upgrade stops because it can't download the OpenH264 packages.

Error:

Curl error (6): Could not resolve hostname for

http://ciscobinary.openh264.org/mozilla-openh264-2.6.0-3.fc44.x86_64.rpm

Could not resolve host: ciscobinary.openh264.org

Failed to download packages

Librepo error: Cannot download Packages/m/mozilla-openh264-2.6.0-3.fc44.x86_64.rpm: All mirrors were tried

I also tested DNS:

ping ciscobinary.openh264.org

Output:

ping: ciscobinary.openh264.org: Name or service not known

nslookup ciscobinary.openh264.org

Output:

Server: 127.0.0.53

Address: 127.0.0.53#53

** server can't find ciscobinary.openh264.org: REFUSED

Other repositories (Fedora, RPM Fusion, Brave, VS Code, etc.) work normally. The problem only seems to be with the Cisco OpenH264 packages.

Has anyone else encountered this recently on Fedora 44? Is this a temporary Cisco server issue, a DNS issue, or something specific to Fedora's OpenH264 repository? Any suggestions would be appreciated. Thanks.

EDIT-

Ok so it worked when I changed wifi. But why? Only the OpenH264 one had an issue so I installed just that on my phone wi-fi, and then the rest of the packages on my other wi-fi only. Why does just one package not work on one wi-fi but works on another? How does that work?
