Steam CAPTCHA is broken. Caught in an endless VPN loop and losing my mind.

Is anyone else dealing with this? I am so mad right now.

I've been trying to create an account, but on my normal connection, the CAPTCHA box doesn't even pop up. It's completely blank. I've tried everything (different browsers, Incognito, DNS), so I'm pretty sure my internet provider banned or blocked the CAPTCHA scripts for some reason.

So, I turned on my VPN. The CAPTCHA finally pops up, I solve it, but then Steam immediately rejects the registration and says I can't use a VPN or proxy
