Since less than 48 hours ago, I’ve been experiencing a download speed issue on my PCs (desktop, laptop, some connected via Ethernet and others via Wi-Fi).
I am on Free Fiber (france), and my download speed on PCs doesn't exceed 60 Mbps (instead of the usual 1000 Mbps on Ethernet). However, my upload speed is completely normal, hitting 900 Mbps.
This issue does not affect smartphones, even though they are connected to the exact same network.
I’ve already tried several troubleshooting steps: resetting the network card and changing the DNS. I have, of course, rebooted both the isp box and the router, and I even tried connecting the PC directly to the box without going through the router.
No antivirus installed, no download optimisation program
A hardware issue seems highly unlikely since multiple machines are affected at the same time. I don't think it's an ISP issue either, since speeds are perfectly fine on smartphones.
What could be causing this? A recent Windows update, perhaps?

EDIT : tried with linux and the down speed are back to 900mb/s
Also when in IPV6 speed is normal on speedtest and IPV4 is really slow
