RAM at 85% on boot up. 97% with a browser open

Hello, my PC has been giving me some performance issues the last few months which I have been just kind of been sucking it up, but now its unbearable. My PC is running on 32gb DDRM 5, and my CPU is more than handling my PCs current needs. With nothing running my memory sits around 86% and with a browser open it sits at 93%, if I load a game of any kind it basically maxes out. I've tried all the Youtube recommendations, disabling programs, changing windows animations, limiting browser memory use, and a few other things but nothing seems to have helped. Obviously I would like to avoid buying more RAM considering the current prices. im guessing alot of my background processes are the problem but I have no idea what I can remove or how.
