Certain CC not downloading properly.

Ive been trying for the past 12 godamn hours to download the gate to sovngarde AE edition collection first through wabbajack then vortex because i have later realised that the downloads would fail due to some CC content missing. I have done all the proper installing from installing skyrim outside program files to playing it and letting it download all the CC and go into creations and let it download all the content again. For some reason certain 5-6 CC (the contest, farming, dwarven mudcrab armor, goblins, undead zombies…) just does not want to download properly and show up in vortex plugins or skyrim data. Everytime i relaunch skyrim and go to creations theyre always undownloaded and when i manually download them again they just undownload themselves again the next time i launch. I have tried damn near everything. Reinstalling a million times, setting the data to not read only and giving full permission to user, turning off all anti virus and excluding pretty much my entire c: drive at this point. Even changing the DNS numbers and going from ethernet to wifi because someone said it might be due to that. I am at wits end it is currently 5am and i have been going at it since 6pm yesterday. I have no idea why those 5-6 CC files just refuse to actually download. Every other CC is there and fine. I need serious help with this.
