Packet Losses Galore

I work form home, and about 2 weeks ago I started experiencing frequent audio + video freezing on video calls. I began running a ping plotter calling dns.google every second and saw packet losses correlating with the video call issues.

After ruling out anything with my internal wifi setup, I contacted xfinity support. They first had someone attempt to fix the issue remotely, and it did clear up for about 24 hours before resuming. Next a technician came out and noticed the line between my house and pole was very old and worn and so they replaced that and all the connectors.

I am still experiencing the same issue. But since it's intermittent and I might have an hour or two where it doesn't happen, we initially thought it might be fixed with the rewiring. The issue resumed that night.

Tracing with the ping plot, all of the packet losses are occurring at the 2nd hop which I believe is my neighborhood/plant and nothing to do with anything on my property. I get chunks of 100% loss, shown by the red lines in my screenshot. One screenshot is a 5 minute window from just this morning, and the other is an hour window from yesterday evening just to give some variety in samples.

I have masked most of the IP addresses/names for privacy, but can provide that info separately if needed.

Any help would be greatly appreciated as this is heavily impacting my work. Right now I need to swap to my phone's hotspot to rely on Verizon for video calls.
