Steam download speed is low, and drops to even lower after 30 seconds.

Steam for some reason only uses 500 megabits after starting a download and drops to around 100 megabits after 30 seconds.

I tried clearing my download cache in steam and setting steams prioity to real time or whatever its called in english. I read like 10 posts on this topic and the OP doesnt ever seem to make it work.

Im not using a VPN, my download region is correct, i only use 8.8.8.8 and 8.8.4.4 as DNS servers and i dont use any third party software to mess with my network and as seen on the pics, only steam does this, if i run a test on speedtest.net it works completely fine (i have 1 gigabit internet)
