Can’t Connect to Any Minecraft Server “Connection timed out: getsockopt”

I have tried:

Allowing Java through windows firewall.

Changing Minecraft versions.

Port forwarding port 25565 through the router's firewall.

Changing the DNS.

Updating Java from 8 to 26.

I assume it has to be firewall and/or java related because running a server locally and connecting via the local host has worked and I was able to connect on bedrock edition but nothing has worked to fix connection to public Minecraft servers.
