Will Rain be able to Create Citadels? [Chapter 3000]

One of my favorite parts of Shadow Slave are Citadels. I really hoped that they would take a more important role in the novel when Sunny and Nephis became Sovereigns. The whole volume 9 was about Ki Song and Anvil expanding their domains and becoming stronger by obtaining Citadels. Later they were pushed back and not even talked about so much. It's kinda disappointing for me. The idea of conquering the Dream Realm was always so cool for me. Nephis was expanding human domain mostly at the eastern part of the Dream Realm, but no specific scene or POV was shown. I would like to see them struggling to obtain Citadels in turn increasing how important they are.

Now to the part of the topic. I think that Rain will be able to create new Citadels or repair those already destroyed like the Crimson Spire, Night Temple, Eternal City… Another thing that inspired this theory is the idea that humanity will obtain all Great Citadels, one that is kinda special is the Tomb of Arial, I am not 100% sure if there was outright stated that the ToA was even a Citadel, they were literary in the hearth of the tomb and never tried to take it, but for surely it has to be! But later what do we hear, that Cronos already broke the River of Time and later as a result of the fight against VTB, the River of Time died completely.

Rain now as a Master possesses the ability to name other things (give them a "lesser" True Name), assigning Epithets and communicate with spirits living in things. There is heavy referencing on Sunny and Nephis only able to destroy things and bring ruin to the world, that creating and building was the job of "the next generation". And on top of all that Rain is outright interested in architecture and building, traveling the Dream Realm to explore and study them.

So I think that Rain with her aspect and possibly her Transcendent ability that is always tided to "transformation" of themself or the things around them, and with her knowledge of Sorcery it is very possible!
