chrome forces secure dns upon startup

i am not sure if this is intentional or a bug, but i am using pihole dns server and i want chrome to disable its default secure dns setting (so that pihole doesn't get bypassed by chrome to use cloudflare). I disabled secure dns (windows) and visit dnsleaktest.com which only shows my public ip as dns, which is the expected result. however if i restart the browser, even though secure dns is still off, the website shows cloudflare as dns.

is there a startup parameter i can pass to chrome on the command line to ensure this setting is disabled?
